Rashtriya Krishi Vikas Yojana (PM-RKVY)
At a glance
RKVY began in 2007 as a flexible fund that lets states design their own agriculture projects. In October 2024, the Cabinet reorganised most agriculture schemes into two umbrellas: PM-RKVY (sustainable agriculture) with Rs 57,074.72 crore, and Krishonnati Yojana (food security) with Rs 44,246.89 crore — Rs 1,01,321.61 crore in total. PM-RKVY is a "cafeteria" scheme: states pick from a menu of components and can move money to what their farmers need most. Farmers do not apply to RKVY directly at a national portal; benefits reach them through state department projects.
Who is eligible
- All farmers, through projects run by their state agriculture and allied departments
- FPOs, cooperatives, agri-entrepreneurs, and agri-startups (through specific components such as the innovation/agripreneurship fund)
- States and UTs are the direct implementers; cost sharing is generally 60:40 Centre:State (90:10 for North-Eastern and Himalayan states, 100% central for UTs)
Benefits
PM-RKVY brings together these components (states choose the mix):
- Soil Health Management — soil testing and soil health cards, balanced fertiliser use
- Rainfed Area Development — support for farming in non-irrigated areas
- Agroforestry — trees on farms, quality planting material and nurseries
- Paramparagat Krishi Vikas Yojana (PKVY) — organic farming clusters and certification
- Agricultural Mechanisation — machine subsidies, custom hiring centres, crop residue management
- Per Drop More Crop — drip and sprinkler micro-irrigation subsidies
- Crop Diversification Programme — shifting to less water-hungry, higher-value crops
- RKVY DPR component — state infrastructure projects (markets, storage, farm assets)
- Accelerator Fund — support for agri-startups Subsidy rates and unit costs differ by component and state — confirm on your state agriculture department's portal.
How to apply
- Watch your state agriculture department's announcements — most states open component-wise applications (e.g., farm machinery, drip irrigation, organic clusters) on their own portals each year.
- Apply through the state portal, district agriculture office, or Krishi Vigyan Kendra as directed.
- Selection is often first-come or by lottery when demand is high; subsidy is paid after purchase/verification or directly to the supplier.
Documents required
- Aadhaar and bank account details
- Land record (khata/khasra or state equivalent)
- Caste certificate if applying under reserved-category quotas
- Quotations for machinery/equipment where applicable — state portals list exact requirements
Key dates & status

Common questions
Q: Can I apply for RKVY money directly? Not at the national level. You apply for specific benefits (machines, drip systems, organic farming) through your state's schemes, which PM-RKVY funds.
Q: Is drip irrigation subsidised under this? Yes — Per Drop More Crop, now a PM-RKVY component, subsidises drip and sprinkler systems. Rates vary by state and farmer category.
Q: What happened to the old schemes like PKVY and SMAM? They were not closed — they were merged as components under PM-RKVY in October 2024. Benefits continue via states.
Q: I run an agri-startup. Is there anything for me? Yes, the innovation and agri-entrepreneurship (accelerator) component supports startups — check rkvy.da.gov.in for current calls.
