Paramparagat Krishi Vikas Yojana (PKVY)

At a glance

PKVY ("Traditional Agriculture Development Scheme"), launched in 2015, is the central government's main scheme for promoting organic farming. Farmers join together in clusters, farm organically, get certified under the low-cost PGS-India (Participatory Guarantee System) certification, and receive financial support — including money paid directly into their bank accounts for organic inputs. The scheme also helps clusters brand and market their organic produce, which usually fetches a better price.

Who is eligible

  • Farmers willing to practise organic farming as part of a cluster (the scheme works with clusters of around 20 hectares; farmers are encouraged to form or join groups of 50 or more farmers).
  • Implemented through states/UTs — your state agriculture department or its PKVY nodal officer enrols clusters, so individual farmers apply through the cluster, not alone.

Benefits

Total assistance of Rs 31,500 per hectare over 3 years, split as follows:

  • Rs 15,000/ha paid directly to farmers through Direct Benefit Transfer (DBT) for organic inputs — on-farm inputs like compost and bio-fertilizers, and off-farm purchased inputs.
  • Rs 9,000/ha for training and capacity building of cluster farmers.
  • Rs 4,500/ha for marketing, packaging, branding and value addition of the cluster's produce.
  • Rs 3,000/ha for certification and residue analysis (PGS-India certification is arranged for the cluster — you do not pay expensive third-party certification fees).

Beyond the money: healthier soil over time, lower spending on chemical inputs, and a recognised organic certificate that lets you sell at organic prices.

How to apply

  1. Contact your nearest agriculture department office, block agriculture officer, or the state's PKVY nodal officer and express interest in organic farming.
  2. Form or join an organic cluster with other farmers in your village/area.
  3. The cluster is registered under a Regional Council (RC), which handles mobilisation, training and the PGS-India certification process.
  4. Approved clusters are included in the state's annual action plan; once funds are released, the farmer's share reaches your Aadhaar-linked bank account via DBT.

Q: Can I apply alone for my single field? A: Not directly — PKVY works through clusters. Talk to your agriculture officer about joining or forming a cluster in your area.

Q: How much money comes to my own bank account? A: Rs 15,000 per hectare over 3 years comes directly to farmers via DBT for organic inputs. The rest of the Rs 31,500/ha package funds training, certification and marketing for the cluster.

Q: Will my produce be certified organic? A: Yes. The cluster is certified under PGS-India, a government-recognised, low-cost participatory certification system.

Q: Does yield fall when switching to organic? A: Yields can dip during the first conversion years and then stabilise. The scheme's support over 3 years is designed to help you through that transition.
